Universitas Surabaya (Ubaya) evolved from University of Trisakti (Usakti) Surabaya. The latter was established by the Foundation of Usakti Surabaya that consists of prominent society figures, academics, businessmen and government. It was the initial aim of this establishment to host students, faculty members, and staffs of University of Res Publica Surabaya after screening and clearance.

Under the initiative of Mr. R.Soekotjo, Chairman, Foundation of Usakti Surabaya as well as Mayor of Surabaya, the name for Usakti was altered to UNIVERSITAS SURABAYA. This alteration was legalised by Notarial document Djoko Soepadmo, S.H no. 25 dated 6th March 1968. In the early years, Ubaya had three faculties, namely, the Faculty of Pharmacy, the Faculty of Law and the Faculty of Economics.

The date of 11th March 1968 was declared as the anniversary of the university when the construction of campus on Jalan Ngagel Jaya Selatan 169 was restarted. The construction of campus at Jalan Tenggilis was begun in 1981 and used at the first time by Faculty of Economics in 1982.

In 1977, The Vocational Institution for Accountancy (LPK AA) was established, and latter in 1983, the name was changed into Faculty of Non-Degree (FNG). In 1992, the name was adjusted into Centre for Business and Management Education (PPBMT). The mid of 1995, PPMT was again changed into Polytechnic for Business and Industry (PBI). In 1997-1998, PBI offered Diploma programme on Economics and English Business Language. In the year of 2000, Ubaya Polytechnic opened 3 study programmes of Accounting, Marketing and Secretary. Another two study programmes namely Foreign Business Language and Taxation followed in 2002.

In 1989, Faculty of Pharmacy established Professional Pharmacist Programme. Faculty of Psychology was established in 1982, followed by Faculty of Engineering in 1986. Faculty of Psychology sets up its Professional Psychology Programme in 1998.

Towards the end of 1992, the University of Surabaya was appointed by the Government to run Master of Management Programme and Master of Law Programme through its Graduate Programmes. At that time, Ubaya and another 3 private universities in Jakarta were the only 4 universities appointed by the Government to run the programmes.

Open University (UT) is a State College 45th in Indonesia which was inaugurated on September 4, 1984, based on Presidential Decree No. 41 of 1984.
A. ESTABLISHMENT PURPOSE UT
UT was founded with the aim of:

   1. provide ample opportunity for Indonesian citizens and foreign nationals, wherever his residence, to mempeoleh higher education;
   2. provide higher education for those, who because of work or for other reasons, can not continue their education at colleges face to face;
   3. develop academic and professional education programs in accordance with real needs of development that has not been developed by other universities.
B. LEARNING SYSTEM UT
implementing a distance learning system and open. The term distance learning is not done face to face, but rather to use the media, both print media (module) and non-print (audio / video, computer / Internet, radio and television broadcasts). The meaning of open is no limitation on age, years of diplomas, of study, time registration, and the frequency of exams. Limitations that exist is that each student must have graduated from UT upper secondary education (high school or its equivalent).
C. HOW TO LEARN
UT students are expected to study independently. How to self-learning requires students to learn on their own initiative or initiatives. Independent learning can be done alone or in groups, either in study groups or in group tutorials. UT provides teaching materials intended for use can be learned independently. In addition to using teaching materials provided by UT, students can also take the initiative to utilize the library, follow the tutorial either in person or via the Internet, radio, and television, and using other learning resources such as computer-assisted instructional materials and programs audio / video. If you experience difficulty learning, students can request information or tutorial assistance to Unit Program Distance Learning Open University (UPBJJ-UT) local.

D. SEMESTER CREDIT SYSTEM
UT as well as other colleges, applying the semester credit system to determine a student's study load each semester. In the semester credit system, the burden of study should be completed within one program of study measured in semester credits (credits). Each course is weighted 1-6 credits. One semester is a unit of time and learning activities for approximately 16 weeks.
In the face of higher education, students who took the study load of credits must be upper division courses for one hour per week in class and one hour to practice, lab, or studying at home, so in one semester the student must learn to allocate time approximately 32 hours. To take courses that weighs 3 credits takes approximately 96 hours study time per semester.
In the distance education system, students also have to allocate the same time with students face to face (2 hours per week per credits). It's just more learning activities conducted independently (at home, through study groups, and tutorials).
Especially for UT, the credits equivalent to three modules print instructional materials. One module consists of 40-50 pages, so that teaching materials and weighs 3 credits range between 360-450 pages depending on the type of his courses. Based on this research, the ability to read and understand the average student is 5-6 pages per hour up to reading materials with a weight of 3 credits takes approximately 75 hours (360-450 pages divided 5-6 pages). If a semester has 16 weeks, then the time required to read materials with a weight of 3 credits is 75 hours divided by 16 weeks, or less than 5 hours per week. For example, students take 15 credits / semester, then the question must allocate time to learn as much as 15 credits 3 credits divided by 5 hours = 25 hours per week or approximately 5 hours per day (counted 5 days a week to learn).
By studying such systems is expected to allocate time UT students studying in accordance with the burden of credits taken or take the burden of credits each semester in accordance with a time of learning that can be allocated, and to consider the academic ability of each.
E. IMPLEMENTATION OF EDUCATION
In education, UT working with all state universities and private colleges as well as a number of relevant agencies in Indonesia. In each province or district / city community college there, available services unit called UPBJJ UT-UT. Local public universities act as adviser UPBJJ-UT and assist in the writing of teaching materials, exam materials, implementation of tutorials, pratek / lab, and exams.
To provide an optimal educational services to students who are scattered all over the country and abroad, UT working with other agencies such as Bank BRI, Bank BTN, Bank Mandiri, Televisi Republik Indonesia (TVRI), Q-Chennel, TV-Education, Radio Republik Indonesia (RRI), Local Government Radio Broadcast, Radio Broadcast Private Commerce, Provincial Governments and Regency / City, IGTKI (Association of Teachers of kindergarten Indonesia), Counsellor, Embassy of Education, National Library and Regional Library, National Archives, PT OVIS Sendnsave, Cooperative Karunika, and PT Pos Indonesia.
UT is also working with agencies who want to improve the quality of human resources, both government agencies, state enterprises or private. They can follow the existing programs at UT or order a new course that suits your needs the office. UT so far have gained the trust of the government to improve the quality of primary school teachers and early childhood teachers through a program known as Basic Education Teacher Education program (Pendas). Besides UT also has won the trust to improve the quality of human resources, among others, of ANRI, KPN, Army, Bank BRI, Bank BNI, PT Garuda Indonesia, PT Merpati Nusantara, the Ministry of Agriculture, the Secretariat of the Vice President, Government City / County, boarding school and some other agencies.

Ki Hadjar Dewatara (KHD) – the Founding Father of Indonesia National Education- established a higher education of Tamansiswa on the 3rd of July 1922. Tamansiswa as an Institution of Culture and Community Development regards education in a wide sense. In the beginning, education held by Tamansiswa Schooling is a kinder-garten “Taman Indria“, next were an elementary schools “Taman Muda” , Junior High Schools “Taman Dewasa“ , Teacher’s Schools “Taman Guru” , vocational schools “Taman Karya” and Senior High Schools “Taman Madya”. In the 30 years’ time , on the 15th of November 1955 , Taman Prasarjana was founded by Ki Hadjar Dewantara which was later named as Sarjanawiyata Tamansiswa University.
At the beginning, Sarjanawiyata Tamansiswa is a name of a course B One. This pre-faculty was identified as Taman Prasarjana which run three departments : Language Department (Javanese and Indonesian) , Social Department (Geography and History) and Department of Physics and Science. Some years later, in 1959, the institution was modified into Taman Sarjana with one faculty of Letters and Philosophy.
After the members of the foundation held some meetings, the signing of a founding letter on the establishment of the founding of Sarjanawiyata Foundation was done on the witness of a notary R.M Wiranto in Yogyakarta on the 28th of December 1959. One of the founders was Sri Sultan Hamengkubuwono IX and Nyi Hadjar Dewantara. Firstly, the foundation was headed by Ki Sarino Mangunpranoto. The first activity was preparation of the establishment of the Faculty of Education, the first lecture of which was held in October, 1960. It was preceded by a Stadium Generale on education and philosophy in Pendopo Agung Tamansiswa .
On the 41st Tamansiswa Commemoration Day, on the 3rd July, the name was changed into Taman Sarjana and Education Science (Departments : Education Science, Physics, History Science, Geography , Indonesian, Javanese and English). Again in October the 1st 1964, it was modified into Sarjanawiyata Tamansiswa University and the rector was Nyi Hadjar Dewantara who then managed four Taman Sarjana (Faculty of Education, Geography, Law and Economics, Letters and Culture - Indonesian and English Language and History).
In 1980, Sarjanawiyata Tamansiswa managed the Diploma Program in Education, Indonesian Language and Letters which is expanded into Department of English Language, Mathematics, Service Skills, Education in Pancasila Morality. In 1983, it became a university comprising of some faculties with some departments. Those are Faculty of Teachers Training and Education, Faculty of Economics, Faculty of Agriculture, Faculty of Psychology and Faculty of Engineering.

UM comes from the Higher Education Teacher Education (PTPG) which was inaugurated by Minister of Education, Teaching and Culture, Prof.. Mr. Muhammad Yamin on October 18, 1954 by Decree No. 38742/Kab September 1, 1954. Simultaneously it also commissioned Prof. Sutan Adam Bakhtiar as the first Rector PTPG Malang.
At its inception, PTPG Malang has 5 majors. This pioneering majors include majors:

    Language and Literature Indonesia
    English Language and Literature
    History and Culture
    Economics
    Surely Nature
Lectures held at the high school building square Bunder. A year later, on the date of June 20, 1955, PTPG its own building which originally was "Hotel Splendid" in Jl. Tumapel 1, Malang.
On 10 November 1954, established a new university in East Java the University Press (Unair) in Surabaya. As a consequence, based on PP. 71 In 1958 PTPG formally changed the status and name to the Faculty of Teacher Training and Education (Guidance and Counseling) Unair.

On March 23, 1968 several faculties branches IKIP MALANG handed over to the new parent. Jember branch submitted to the University of Jember. Branch Singaraja to the University of Udayana. Kupang Branch and the University of Nusa Cendana Endeh. Surabaya branch eventually became a stand alone IKIP Surabaya (now State University of Surabaya).
In terms of academic, PTPG start of the level of education "baccalaureate" (Bachelor) with a time of 3-year study. Then in 1959 began to open up ladder "Doctoral" or Acarya (Bachelor) with 2-year study period. Based on Presidential Decree No. 93 of 1999 stipulates that IKIP MALANG changed to State University of Malang (UM) and by Decree No. Director General of Higher Education. 143/DIKTI/Kep / 2000 UM has five faculties, namely Faculty of Education (FIP), Faculty of Letters (FS), Faculty of Mathematics and Natural Sciences (Natural Sciences), Faculty of Economics (FE), and the Faculty of Engineering (FT), and 1 Graduate Program (PPS).

STAN establishment by presidential decree No. 45 of 1974 jo. Presidential Decree No. 12 of 1967. On March 17, 1975 through Decree No.13495/MPK/1975 obtained the operating license from the Department of Education accountant education and culture. Finance Diploma Program which was originally held separately from STAN, its management is now delegated to the Director in accordance with the Letter of Assignment STAN Head of Education and Training Finance No. ST-098/BP/1997 dated October 31, 1997 and Circular Head of Education and Training Finance Number: SE-048/BP/1998 dated October 29, 1998.
Although the college in STAN and Finance Prodip until now completely FREE and all graduates were placed directly as CPNS / PNS in the Ministry of Finance, does not mean it needs massive exposure on his personal website, because most people have always known they are, and the future is something we do not know for sure. EDUCATION SYSTEM
Package valid credits system, where the courses taken each semester is determined by the agency.
Prevailing system of Drop Out (DO), namely:
Getting a D value on the General Course (MKU) and Subjects of Expertise (MKK), more than 2 D's on the Basic Skills Course (MKDK), or the value of E in all subjects IP odd semesters below 2.0 GPA for the year or less than 2.6
Do not attend class more than 20% effective hours, or 4 times per subject in one semester, unless there is a description of the doctor-patient hospital
Cheating during examinations (cheating, collaboration, etc.)
In addition, there are disciplinary rules lectures include:
Every male students are required to wear short sleeves / long motif plain, light blue, light gray or beige trousers and dark colors which are equipped with a belt.
Each student is required to wear women's clothing / short-sleeved blouse / long motif plain, light blue, light gray or beige and dark skirt.
Each student is prohibited from wearing tight clothes: jeans and the like, colored / batik motifs, plaid or striped.
For students who do not follow the rules or breach of discipline imposed disciplinary punishment by the authorities to punish.

ENGLISH - Harvard University was named the university with a faculty of English Literature in the world. Coronation is based on the results of recent research conducted university-based agency in the UK, Quacquarelli Symonds (QS) World University Rangkings.

Education University of Indonesia was established on October 20, 1954 in Bandung, was inaugurated by the Minister of Education Teaching Mr. Muhammad Yamin. Originally called the College of Teacher Education (PTPG), was established with the growth of the nation's historical background, are aware that efforts to educate the nation and an important part in the independence. Some of the reason for the founding PTPG among others: First, after Indonesia achieved independence, the Indonesian people are very hungry for education. Secondly, the need for qualified teachers prepared and university level to improve the quality of education that will pioneer the establishment of a prosperous society.

To strengthen the procurement system of teachers and education personnel, a variety of courses that exist at the time, namely teacher education BI and B II, integrated into the Guidance and Counseling through the Decree of the Minister of Education and Culture No. 6 of 1961. The Educational Process

The educational process are planned according to the learning model we call Entrepreneurship-Based Learning Ciputra Way. What makes this Entrepreneurship-Based Learning (EBL) unique is the integration and employment of five different emphases:

    Creative Critical Imagination
    Entrepreneurial Real-Life Experience
    Educative Disequilibrium Conditioning
    Coaching and Mentoring with Collaboration and Competition
    Community Impact and Involvement

At the heart of this learning model is the Creative Critical Imagination. This first emphasis seeks to integrate both the right and the left hemispheres. Both the creative and critical sides are to be stimulated and trained accordingly. Moreover, imagination is being employed here so learners can relate, construct, create, and thus learn in a critical and creative way.

The second emphasis is on the use of Entrepreneurial Real-Life Experience. Theories alone are not sufficient to help wannabe entrepreneurs learn. They also need to taste the real entrepreneurial life in order to really understand entrepreneurship.

Educative Disequilibrium Conditioning is crucial in the EBL. The program is designed and conditioned carefully to help learners truly learn through purposeful and meaningful disequilibrium. It is imperative that we avoid creating mis-educative experience as much as possible.

Coaching and Mentoring with Collaboration and Competition cannot be forgotten in our program. It is as important as the other three mentioned above. Coaching and mentoring are employed tactfully during the educational process. Coaching is a must in our program since we are letting learners learn through experience. Our trainers serve as the coach of the learners and provide guidance for them to achieve the stated goals. Since we are using a delicate process of disequilibrium, it is of great importance for us to provide mentorship to help learners go through the disequilibrium state and enter the re-equilibrium state in order to reach again equilibrium. Here, competition and collaboration are used as powerful educational instruments. Through collaboration and competition, learners are taught to learn to collaborate well and boost their excellence through meaningful competition.

Last but not least, Community Impact and Involvement is the guard for our program and also our learners to set their hearts and minds to contribute for the improvement of life and the betterment of humanity through their success.
All five emphases combined make up for the Entrepreneurship-Based Learning Ciputra Way. State University of Surabaya (Unesa) can not be separated from the whole long journey of national education. With has produced about 80,000 graduates, Unesa bold position itself as one of the higher education providers who are able to plan the development of quality education to organize, evaluate yourself to prepare graduates who are highly competitive (nation competitiveness) and spirited entrepreneurship (entrepreneurship), and regulate all activities in a healthy organisiasi mechanisms (organizational health).
Unesa must be independent (autonomy) as a Legal Entity Government Education (BHPP) as mandated by Law No. 20/2003 on National Education System (National Education Law).

Unesa history can not be separated from Surabaya Teachers' Training College which began around 1950. Starting from the course of the BI and B-II field of Chemical Sciences and Science must be the use of facilities and infrastructure in the form of classrooms and laboratories of the Dutch education, Hoogere Burger Schol (HBS). The courses are held in Surabaya to meet the needs of teachers for junior and senior high school level. The courses include: (a) BI and B-Chemistry II, (b) BI and BII must Sciences, (c) BI English, (d) BI German, (e) BI techniques, (f) BI Education Physical, (g) Economic BI, (h) Bank of Commerce, and (i) BI Sciences Aircraft. In 1957, BI courses are grouped into two categories, namely (1) General BI Course, which includes English and German languages, and (2) Vocational Course BI, which include Chemistry, Science Sure, Economics, Commerce, Engineering, Education Physical, and Science Aircraft. The courses lasted until 1960.

To eliminate the dualism of course BI and B-II with graduates who are not
title, and the Faculty of Teacher Training and Education (Guidance and Counseling) that produce graduates degrees, with No. MPRS. 11/MPRS/1960 both courses are integrated into the Faculty of Teacher Training and Education (Guidance and Counseling) who scored a school teacher. Based on the Decree of the Minister of Higher Education and Science the number 182/1964, dated December 19, 1964, IKIP Surabaya officially stood alone with the leaders of the presidium of the date set as date of birth IKIP Surabaya, which every year is celebrated as the Anniversary IKIP Surabaya. In 1964, IKIP Surabaya has five faculties, namely (1) Faculty of Education (FIP), (2) Teacher Training Faculty of Social Sciences (FKIS), Faculty of Arts Teaching Literature (FKSS), (4) Faculty of Teacher Training exact sciences (FKIE) , and (5) Faculty of Engineering Science Teaching (FKIT). History
Education University of Indonesia was established on October 20, 1954 in Bandung, was inaugurated by the Minister of Education Teaching Mr. Muhammad Yamin. Originally called the Higher Education Teacher Education (PTPG), was established with the background history of the growth of the nation, who realize that efforts to educate and educate the nation is an important part in the independence. Some reasons for the establishment of PTPG among others: First, after Indonesia achieved independence, the Indonesian people are very hungry for education. Vision, Mission and AIMS

Converted from the Institute of Teacher Training and Education (IKIP) by Presidential Decree No.93, August 4,1999, UNJ has widened its focus not only to the training of professionals in education, but also to those in The non-educational fields of science, technology, arts and culture at all levels. Study Program

Besides, non-degree programmes and diploma courses are also offered; for non-education graduates who want to work as teachers, certificate courses are available through Akta-5 programs. The S1 program covers 144-to-160-credit courses which have tobe accomplished within the time span of 14 semesters, at the maximum. S1 graduates of the education strand are awarded the title S.Pd, and those of the non-educationnal strand are awarded with various titles that are specially used for the areas study or skills in question. S1 students are selected through the regular state university entrance test, which is referred to as Ujian Masuk Perguruan Tinggi Negeri or UMPTN, for short, and also through the selection system called Interest and Ability Tracing (Penelusuran Minat dan Kemampuan, or PMDK, for short). In addition, a number of departments, including the Sport Department, the Visual Art Department, the Music Department, and the Dance Department, require that students go through a special test before being accepted. The S2 program covers 36-credit courses that have to be finished within the Tim span of 4 semesters to 10 semesters. The S3 program covers 40-credit courses that have to be finished within the time span of 5 semesters to 10 semesters. Some faculties offer various courses of non-degree programs, including polytechinc-qualified diploma courses of D2 and D3, and Akta -4 certificate courses for non-educational students who are interested in becoming senior-high-school teachers. A Transfer Program (Alih Program) is provided for those who wish to upgrade their D1, D2, D3 qualification to S1.

USU has 14 faculties/school viz. Most academic departments on campus reported that some classes had been canceled because faculty members and students walked out. Other campuses reported smaller turnouts at rallies and marches.

Davis who was a co-author of a petition calling for the faculty walkout on Thursday. The problem, Mr. Clover said, is that the administration’s handling of the budget cuts “disproportionately harms those who can least afford it both among the workers and the students.”
The online walkout petition was signed by 1,221 of the 19,000 faculty members statewide. A union representing more than 11,000 university professional and technical staff members supported the protest and called a one-day strike.
The Legislature approved a reduction of $637.1 million, about 20 percent of the university’s 2009-2010 fiscal year financing, as part of the budget agreement reached in August. The university’s budget now stands at $2.6 billion. Friction has developed between the administration and some faculty and staff members and students over how and where to cut.
Among the more contentious items are a proposed 32 percent increase in student tuition by fall 2010, and decisions made by the university president, Mark Yudof, over how to handle mandatory faculty furlough days, which will reduce pay by 4 to 10 percent. Average yearly tuition and fees for undergraduates this academic year are $8,720.
“I chose Berkeley over all the other universities because it offered me a very good education at a price my family could afford,” said Brandon Pham, 17, a freshman political science major who skipped the day’s classes in protest. Mr. Pham held a sign that read: “We make the university. They make the crisis.”
Steve Montiel, a spokesman for the University of California’s office of the president, said, “We respect people expressing themselves, but we hope they realize that the true source of their frustration is in Sacramento at the state capital.”
What started as a planned faculty walkout to address specific furlough issues ballooned into a 10-campus protest of the larger implications of the reduction of money for public higher education in the state.
“We are operating on the assumption that the state’s disinvestment will continue,” said Chancellor Robert J. Birgeneau of Berkeley, adding that the university would now have to rely on higher fees, private foundation donations and better investments. The pain of budget cuts will be felt broadly, he said, and “paying for public education is going to be increasingly difficult for middle-class families.”
Catherine Cole, a professor in the theater department, who canceled her classes on Thursday to attend the rally, said: “We’ve hit a tipping point. What is emerging here is people realizing it doesn’t have to be this way.”
Still, many students at Berkeley did not participate in the protest and walked about campus as they would on any other Thursday. “I haven’t been near Sproul Plaza today,” said Ray Liang, 18. “I have classes to go to and homework to do.”

Pakuan University was established on 1 November 1980 by Decree No: Skep-27/YKS/VIII-A/10/1980, within the auspices of the Foundation Pakuan Siliwangi. UNPAK campus is located on Jl. Pakuan PO Box 452, Bogor. High School Study in Germany

Almost all high schools and universities in Germany are always associated with the name of the city where the university is located.

All universities and colleges in Germany is good quality and have their respective specialties and strengths in certain majors.

University of Karlsruhe known as the university (formerly the high school) the first technique in Karlsruhe in Germany and also the first girls' school (Mädchenschule) in Germany was founded. Programs that are well known in Kalrsruhe to pursue further education in addition to S2-S3, Territorial Sciences, Department of Informatics, also majoring in Science Assembling Machine (Maschinenbau).

University of Heidelberg is famous for its medical department. University of Dortmund is famous for SPRING program in English, etc..

In general the observations of the writer, university in southern Germany have the option of majoring in engineering sciences are more territorial, social sciences related to Nias and Indonesia are quite interesting through Uni and Uni-Hamburg-Münster, shipbuilding and marine science are usually in the cities teletak on the river Rhein like Bremen, Hamburg.

But basically all the same quality as good as the level of competition to get a seat to learn is very high. Interest of students who appear larger on one university usually possible because the number of students from their own country more in one union, the possibility of getting jobs with high salaries, openness and diversity of a city to foreign entrants, access is obtained and is available (either from the candidate students and from the university).

Universitas Terbuka (UT) is the only state-run university dedicated to distance learning in Indonesia. Generally, UT offers two types of courses, i.e., those designed for prospective participants with high-school level qualifications, and those specifically intended for in-service teachers. Since 2003, UT has also offered graduate study programs designed for urban students who have easy access to the Internet.

The number of students per semester is about 250,000 on average. They include not only those who live in various parts of Indonesia but also Indonesian nationals who reside outside the country. The majority of students, 95%, are working adults and teachers, and 48% represent women. More than 50% of the in-service teachers are sponsored by their employers, such as district and provincial governments, government departments and educational foundations, for their studies.

UT uses mainly printed material for the distance learning courses. The university also uses recorded material, such as on audiocassettes and video cassettes, radio and television programs, and computer- and Internet-based material. Traditionally, students have been provided with face-to-face tutorials. Recently, however, the university has begun providing them via the Internet. There are some problems involving tutorials through the Internet, such as high cost and low computer diffusion rate in the nation. However, the students who use the online tutorials say they are highly satisfied because the tutorials allow students to communicate directly with the university officials.

Nevertheless, even if a group of students share the cost for using online tutorials, it is still a heavy burden for them. In many cases, students take the online tutorials by using Internet kiosks and computers in post offices that can connect to the Internet. As of 2002, UT offered tutorials via the Internet for 191 courses. Under UT’s online tutorial system, students post their questions on a web site and tutors and other students respond to them at their convenience.

In addition, it is becoming necessary for UT to make better use of the Internet for its management work, such as providing information on how to complete formalities, as well as for online tutorials, online counseling and online courses. However, there are only a limited number of students who have their own computers. The number of students who have access to the Internet is much less than the number of students who own their computer. For this reason, UT is considering a plan to form an alliance with Internet service providers, the Ministry of Communication and Information Technology and the Indonesian Postal Corporation that run the Internet kiosks.

1989:

1986:
May 19, in the context of changes in national education management system, issued the Decree of the Minister of Education and Culture No. 380/0/1986 which sets an equal status for a period of three years.

1985:
January 20, Parahyangan Catholic University confirmed again as a Private Higher Education which corresponds to a period of five years, by the Decree of the Minister of the Ministry of Education and Culture No. 040/0/1985. Aligned with the content of the decision letter, Faculty of Social and Political adjusted its name to the Faculty of Social and Political Sciences. Similarly, the name was changed to Institute for Scientific Research, to align with the term in Government Regulation No. 5 year 1980.

1983:
1 January, a merger of Philosophy and Theological College of Earth Suryagung into Parahyangan Catholic University by the name FACULTY <515/KOP/IV/Q/82 numbers on 20 November 1982. October 19, 1983, approved by the Department of Philosophy Faculty of Education and Culture with Minister Decree No. 0446/0/1983 with a Faculty of Philosophy, majoring in Religion with a registered status to the graduate level.

1963:
Development of the University preferably not on the increase in faculty, but rather on improving the scientific infrastructure. Thus was established the Scientific Investigation Institute, to support the implementation of Tri Dharma University in general. 1981: With the enactment of new regulations regarding accreditation and the accreditation of age within the Ministry of Education and Culture, the Ministry's decision letter No. 027/0/1981, Faculty of confirmed again as the equivalent of Private Higher Education, for a period of three years.

1961:
Re-established a new faculty, namely FACULTY OF SOCIAL POLITICS. Therefore, Parahyangan Catholic University has four faculties: Economics, Law, Engineering, Sospol. It also was published in Law No. 22 year 1961 about universities, so the name of Parahyangan Catholic University was changed to Faculty. 1962: 19 April, by the Decree of Minister for Higher Education and Science No. 50 in 1962, Parahyangan Catholic University College established as a status comparable to universities.

1958:
15 September, opened a new faculty on Socio-Economics of Higher Education mentioned above. This new faculty was FACULTY OF LAW. Accordingly, the name of Higher Education Socio - Economic Parahyangan converted to the Catholic University of Parahyangan. October 31, in accordance with applicable regulations, established a foundation, the status of legal entity, as the administering agency of the Catholic University of Parahyangan. 1960: Opened a new faculties, namely Faculty of Engineering, which has two departments namely Civil Engineering and Architecture.

1955:
January 17, is an early milestone in the establishment of a college which is now known as Faculty. On that day ACADEMY commerce established by the Diocese of Bandung, as a result of cooperation between the bishop of Bandung Mgr.PMArntz, OSC. (Late) with the bishop Mgr.Prof.Dr.NJCGeise Bogor, OFM. Andalas University, the oldest university outside of Java and the fourth oldest in the whole of Indonesia, was founded on the decree of the Minister of Education and Culture, no. 80016/Kab; December 23, 1955.

The background with experience as teachers in colleges of Taman Siswa, Pematang Siantar, North Sumatra. H. Probosutedjo establish Dewantara Entrepreneurs Academy (AWD) on November 10, 1981. AWD inauguration done by the late Mr. H. Adam Malik, Vice President at that time. Dewantara taken from the name of national education in character, ie Ki Hajar Dewantara. AWD mission among others is to develop educational models for the birth of Pancasila entrepreneurs, cadres of independent development, and able to create employment opportunities.
Before having their own campus, the organization of lectures held in Building the Foundation of Indonesian Workers (YTKI) Jl. Gatot Subroto. Menara Yayasan Bhakti 1984 succeeded in building a campus that is named Bhakti Tower Campus.
In 1985, armed with skills and experience in organizing educational Dewantara Entrepreneurs Academy, arises the idea of establishing university-level educational institutions. Once through the establishment and preparation of feasibility studies, with the number: 010/KET/YMB/VI/85 dated June 12, 1985, the Foundation filed a request for permission to establish the University of Light Metals (UMB) to Kopertis Region III. According to decree No. 15/KOP.III/S.VI/85 which was signed by Prof. Dr. Boesjra Zahir (deceased), on June 18, 1985, Kopertis Region III agrees and gives permission "Operational" to the University of Light Metals. On October 22, 1985 University of Light Metals officially considered independent, with the Faculties and Departments as follows:

   1. Faculty of Engineering, Department of Architecture and Civil Engineering Department.
   2. Faculty of Agriculture, Department of Social and Agricultural Economics (Agribusiness) and the Department of Agriculture (Agronomy).
   3. Faculty of Economics, Department of Management and Accounting Department.
Total mahsiswa in the first year that as many as 118 people. One year later, based on results eveluasi Kopertis Region III, all six majors that have obtained the status "Registered" from the Ministry of Education and Culture, through Decree No. 0507/1986.
Perkambangan In order to meet the demands of education in society, with the permission of "Operations" from the Region III Kopertis Number: 12/Kop.III/S.VI/86 dated June 5, 1986, in the academic year 1986/1987 the Faculty of Engineering opened the Department of Mechanical Engineering and Faculty Agricultural Mechanization Department of Agriculture opened. College education has become D3 Program Management Company under the Faculty of Economics with a status of "Registered".
In 1989, the Department of Mechanical Engineering obtained the status "Registered", based on the Decree of the Minister of Education and Culture No.: 0382/06/1989 dated June 21, 1989, as well as for the Department of Agricultural Mechanization, dated 6 August 1990 obtained the status "Registered", by Letter Education Minister Decree Number: 0495/08/1990.

Meanwhile, the Electrical Engineering Department also has obtained the status "Registered" under the Education Minister Decree Number: 0132/03/1991 dated March 21, 1991.
The success achieved in the development of education all the more encouraging the spirit of academicians to continually strive for perfection in every sphere of activity to make corrections, intropeksi and seek feedback to further strengthen education management system.
Finally, thanks to the sincerity and guidance Kopertis Region III, then on 28 April 1992 with the Directorate General of Higher Education Decree Number: 163/DIKTI/Kep/1992 all departments at the University of Light Metals obtained the status of "equal".

State University of Semarang (UNNES) is a public university organized by the Ministry of Education to conduct academic and professional education in several disciplines of science, technology, sports, arts, and culture.

UNNES has stood since 1965 in Semarang, old city is the provincial capital of Central Java. With seven colleges and one graduate program, currently educating UNNES not less than 22,000 students are scattered in the levels of courses Diploma, Bachelor, and Graduate.

The history of Semarang State University who formerly named IKIP Semarang has begun with the establishment of teacher education institutions in the SMTA. Teacher education institutions are: Middelbaar Onderwijzer A Cursus (MO-A) and B Onderwijzer Middelbaar Cursus (MO-B). Both are educational institutions which are prepared by the Dutch colonial government that aims to prepare teachers SMTP and SMTA. Course MO MO-A and-B was held in Semarang until the year 1950. Government Regulation No. 41/1950, MO-A Course be Course BI and MO-B Course Course B-II be held until the year 1960.

Furthermore Unnes developments can be seen from the following stages.

   1. Period 1960-1963: Faculty of Teacher Training and Education (FKIP) and High School Sports (STO)
      Date of January 1, 1961, by Decree of the Secretary General of the Ministry of Education, Teaching Culture No. dab. 108 487 / S dated December 27, 1960, BI Course and Course B-II integrated into a Diponegoro University Faculty of Teacher Training and Education (FKIP).       While FKIP Undip implement programs within the structure of the Ministry of Higher Education and Science (PTIP), in the year 1962 by the Ministry of Basic Education and Teaching (PD & C) was established institutions also the education of teachers new, namely Instiut Teacher Education (IPG) with functions and FKIP the same goal. To avoid dualism in pendiidkan teacher education level is high, with Presidential Decree No. 1 / 1963 dated January 3, 1963, brings together a IKIP FKIP and IPG which is equivalent to a university within the Department of PTIP. With the merger, and IPG FKIP become IKIP, while FKIP Undip, and FKIP Undip assessed Surakarta branch can not stand alone, then exit PTIP Ministerial Decree No. 35 In 1964 dated May 4, 1964 that set: Diponegoro FKIP become IKIP Yogyakarta and Semarang branch FKIP Undip IKIP Yogyakarta branch to branch Surakarta Surakarta.
   3. Period 1965-1999: IKIP Semarang
      IKIP Semarabg Yogyakarta branch was growing rapidly. In order to better focus its development in the future, pending the Presidential Decree, the Minister issued a Ministerial Decree PTIP PTIP No. 40 year 1965 dated March 8, 1965, which sets IKIP become IKIP Yogyakarta, Semarang, Semarang branch consisting of the Faculty of Education, Faculty of Literature and Art Teaching, and Faculty of Social Sciences, Faculty of Science Teacher Training exact sciences, and the Teaching Faculty of Engineering. Furthermore, the establishment of Teachers' Training College of Semarang was strengthened by Presidential Decree No. 271 1965 September 14, 1965.
      Through the Decree of the Minister of Education and Culture No. 042/O/77 dated February 22, 1977 teacher education program in the sport back to its parent in a new container called the Teaching Faculty of Sport Science (FKIK).
      Based on Presidential Decree No. 52/1982, Semarang Teachers' Training College has six faculties: the Faculty of Education, Faculty of Education Language and Arts, Faculty of Social Sciences Education, Faculty of Mathematics and Natural Sciences, Faculty of Technology and Vocational Education, and Faculty of Physical Education and Health.
   4. Period 1999-2007: State University of Semarang (Unnes)
      With the publication of the presidential Decree Number 124 Year 1999 about changes IKIP Semarang, Bandung and Medan to university, then called the Teachers' Training College, State University of Semarang, Semarang, which is abbreviated Unnes. Based on the Decree of the Minister of Education and Culture No. 278/O/1999 about the organization and working procedures and No. Unnes. 255/O/2000 tengang Unnes statute, the names of the faculty at Unnes environment are: the Faculty of Education, Faculty of Languages and Arts, Faculty of Social Sciences, Faculty of Mathematics and Natural Sciences, Faculty of Engineering, Faculty of Sport Science, and Graduate Program.
      Under license from the Directorate General for Higher Education No. 1850/D/T/2006, dated June 6, 2006 and the Decree of the Rector Unnes 59/O/2006 number dated June 8, 2006, stand Faculty of Economics (Self), established on June 29, 2006 by the Rector Unnes.

Semarang State University (UNNES) is a high educational institute which is held by the National Education Department for conducting academic and professional education in a number of sciences, technology, sport, art and culture.

UNNES has been founded since 1965 in Semarang, the old city which is the capital city of Central Java Province. Having eight faculties and one post graduate program, UNNES now has more than 23.000 students who are taking Diploma degree,Undergraduate and Postgraduate.

The history of the development of Semarang State University which was known before as IKIP Semarang had been started by the existence of the various education institutions for teachers after senior high schools. Those education institutions for teachers were: Middelbaar Onderwijzer A Cursus (MO-A) dan Middelbaar Onderwijzer B Cursus (MO-B). Both of them were the education institutions which were prepared by the Dutch Colonial government and intended to prepare the teachers for junior high schools and senior high schools. MO-A dan MO-B Cursus were held in Semarang until 1950. With the Government Regulation No. 41/1950, MO-A Cursus became B-I Course and MO-B Cursus became B-II Course which were held until 1960.

Then, the development of UNNES can be seen from the following stages:

1. Period 1960-1963: Faculty of Teacher Training and Education (FKIP) and Sports College (STO). (STO)
On 1 January 1961, with the Decree of General Secretary of Education, Teaching and Culture Department No. 108487/S on 27 December 1960, both B-I and B-II Courses were integrated into Diponegoro University and became the Faculty of Teacher Training and Education (FKIP). In1963, Physical Education Department which at that time was the part of B-II Course was separated from it and became Sports College (STO) which established independently under Sports Department. This change was based on the Decree of Minister of Sports No.23 in 1963 on 19 April 1963.

2. Period 1963-1965: There was Institute of Teacher Training and Education (IKIP) Yogyakarta for its affiliate in Semarang.

Meanwhile the Faculty of Teacher Training and Education (FKIP) of Diponegoro University held programs in the structure of the department of High Institute and Science (PTIP). In 1962 the Minister of Basic Education and Teaching (PD&K) also founded the new education institution for teachers namely Institute of Teacher Education (IPG) which had the same function and goal as FKIP. In order to avoid dualism in teacher education at the level of higher education, the President of RI implementing the Decree No. 1/1963 on 3 January 1963, united FKIP and IPG into IKIP which was equal to other universities in the range of the Department of PTIP. Based on this decree, the Minister of PTIP established IKIP through the Decree of Minister of PTIP No. 55 in 1963 on 22 May 1963. For the follow-up there was the Decree of both the Minister of PTIP and the Minister of PD&K No. 32 in 1964, on 4 May 1964 about the unity of FKIP and IPG in Jakarta, Bandung, Malang and Yogyakarta into IKIP. With the existence of the unity between FKIP and IPG into IKIP, for the time being FKIP Undip and FKIP Undip for its affiliate in Surakarta were assumed not to be able to establish independently. Therefore, there was the Decree of the Minister of PTIP No. 35 in1964 on 4 May 1964 which stated: FKIP Undip became IKIP Yogyakarta for its affiliate in Semarang and FKIP Undip for its affiliate in Surakarta became IKIP Yogyakarta for its affiliate in Surakarta.
3. Periode 1965-1999: IKIP Semarang
IKIP Yogyakarta for its affiliate in Semarang developed rapidly. In order to better develop in the future, the Minister of PTIP issued the Decree of the Minister PTIP No. 40 in 1965 on 8 March 1965 while waiting for the related Presidential Decree. The Decree of the Minister PTIP stated that IKIP Yogyakarta for its affiliate in Semarang became IKIP Semarang with the Faculty of Education, Faculty of Teacher Training of Literature and Art, and Faculty of Social Sciences, Faculty of Teacher Training of Exact Science, and Faculty of Teacher Training of Engineering. Then the founding of IKIP Semarang was emphasized by the Decree of the President No. 271 in 1965 on 14 September 1965.
Through the Decree of the Minister of Education and Culture No. 042/O/77 on 22 February 1977, the program of sports teacher education returned to the former program but it was in a new program known as the Faculty of Teacher Training of Sport (FKIK).
Based on the Decree of the President No. 52/1982, IKIP Semarang had six faculties, they were: Faculty of Education, Faculty of Languages and Arts, Faculty of Social Sciences, Faculty of Mathematics and Sciences, Faculty of Technology and Vocation, and Faculty of Sport and Health.
By the issuing of the Decree of the President Number 124 of 1999 about the conversion of Teachers Training Institutes of Semarang, Bandung, and Medan into university, Teachers Training Institute of Semarang changed to Semarang State University or Unnes. Based on The Decree of Minister of Education and Culture No. 278/O/1999 about organization and Administration of Unnes and No. 255/O/2000 about Unnes' status, the names of faculties at Unnes are: Faculty of Education, Faculty of Languages and Arts, Faculty of Social Sciences, Faculty of Natural Sciences, Faculty of Engineering, Faculty of Sport, and Post-Graduate Programs. Based on the approval letter of General Directorate of High Education No. 1850/D/T/2006. dated June 6th 2006 and the Decree of Unnes Rector number 59/O/2006 dated June 8th 2006, Faculty of Economics (Private Funding) was officially opened on June 29, 2006 by Rector of Unnes. Based on the approval letter of General Directorate of High Education No. …/D/T/2007, dated…;therefore, Faculty of Laws was founded and officially opened by Rector of Unnes on December 14, 2007. By the founding of the two faculties, Unnes has now been managing eight faculties and one post-graduate program.
