Open University (UT) is a State College 45th in Indonesia which was inaugurated on September 4, 1984, based on Presidential Decree No. 41 of 1984.
A. ESTABLISHMENT PURPOSE UT
UT was founded with the aim of:

   
1. provide ample opportunity for Indonesian citizens and foreign nationals, wherever his residence, to mempeoleh higher education;
   
2. provide higher education for those, who because of work or for other reasons, can not continue their education at colleges face to face;
   
3. develop academic and professional education programs in accordance with real needs of development that has not been developed by other universities.
B. LEARNING SYSTEM UT
implementing a distance learning system and open. The term distance learning is not done face to face, but rather to use the media, both print media (module) and non-print (audio / video, computer / Internet, radio and television broadcasts). The meaning of open is no limitation on age, years of diplomas, of study, time registration, and the frequency of exams. Limitations that exist is that each student must have graduated from UT upper secondary education (high school or its equivalent).
C. HOW TO LEARN
UT students are expected to study independently. How to self-learning requires students to learn on their own initiative or initiatives. Independent learning can be done alone or in groups, either in study groups or in group tutorials. UT provides teaching materials intended for use can be learned independently. In addition to using teaching materials provided by UT, students can also take the initiative to utilize the library, follow the tutorial either in person or via the Internet, radio, and television, and using other learning resources such as computer-assisted instructional materials and programs audio / video. To be able to learn independently in an efficient, UT students are required to have self-discipline, initiative, and strong motivation to learn. D. SEMESTER CREDIT SYSTEM
UT as well as other colleges, applying the semester credit system to determine a student's study load each semester. In the semester credit system, the burden of study should be completed within one program of study measured in semester credits (credits). Each course is weighted 1-6 credits. One semester is a unit of time and learning activities for approximately 16 weeks.
In the face of higher education, students who took the study load of credits must be upper division courses for one hour per week in class and one hour to practice, lab, or studying at home, so in one semester the student must learn to allocate time approximately 32 hours. To take courses that weighs 3 credits takes approximately 96 hours study time per semester.
In the distance education system, students also have to allocate the same time with students face to face (2 hours per week per credits). It's just more learning activities conducted independently (at home, through study groups, and tutorials).
Especially for UT, the credits equivalent to three modules print instructional materials. One module consists of 40-50 pages, so that teaching materials and weighs 3 credits range between 360-450 pages depending on the type of his courses. Based on this research, the ability to read and understand the average student is 5-6 pages per hour up to reading materials with a weight of 3 credits takes approximately 75 hours (360-450 pages divided 5-6 pages). If a semester has 16 weeks, then the time required to read materials with a weight of 3 credits is 75 hours divided by 16 weeks, or less than 5 hours per week. For example, students take 15 credits / semester, then the question must allocate time to learn as much as 15 credits 3 credits divided by 5 hours = 25 hours per week or approximately 5 hours per day (counted 5 days a week to learn).
By studying such systems is expected to allocate time UT students studying in accordance with the burden of credits taken or take the burden of credits each semester in accordance with a time of learning that can be allocated, and to consider the academic ability of each.
E. IMPLEMENTATION OF EDUCATION
In education, UT working with all state universities and private colleges as well as a number of relevant agencies in Indonesia. In each province or district / city community college there, available services unit called UPBJJ UT-UT. Local public universities act as adviser UPBJJ-UT and assist in the writing of teaching materials, exam materials, implementation of tutorials, pratek / lab, and exams.
To provide an optimal educational services to students who are scattered all over the country and abroad, UT working with other agencies such as Bank BRI, Bank BTN, Bank Mandiri, Televisi Republik Indonesia (TVRI), Q-Chennel, TV-Education, Radio Republik Indonesia (RRI), Local Government Radio Broadcast, Radio Broadcast Private Commerce, Provincial Governments and Regency / City, IGTKI (Association of Teachers of kindergarten Indonesia), Counsellor, Embassy of Education, National Library and Regional Library, National Archives, PT OVIS Sendnsave, Cooperative Karunika, and PT Pos Indonesia.
UT is also working with agencies who want to improve the quality of human resources, both government agencies, state enterprises or private. They can follow the existing programs at UT or order a new course that suits your needs the office. UT so far have gained the trust of the government to improve the quality of primary school teachers and early childhood teachers through a program known as Basic Education Teacher Education program (Pendas). Besides UT also has won the trust to improve the quality of human resources, among others, of ANRI, KPN, Army, Bank BRI, Bank BNI, PT Garuda Indonesia, PT Merpati Nusantara, the Ministry of Agriculture, the Secretariat of the Vice President, Government City / County, boarding school and some other agencies.
